Cora Alisuag, MN, MA, CFP
President & CEO

Cora Alisuag is the President and Chief Executive Officer of Aliron International, Inc., a diversified global company that she founded in 1989. Headquartered in Washington, DC, the company provides health-care solutions and resources for clients throughout the world primarily in four distinct areas: healthcare operations and management, environmental technologies, information technologies, and educational programs.

With advance degrees in health care and business-related fields Alisuag is well-suited to oversee the operations of such a diverse company. She has been involved in multiple facets of health-care delivery for more than two decades. Among them are operations and management of healthcare services for the U.S. Department of Defense and the Veterans Administration in 16 states in the continental United States and around the world, including operations in Germany, Italy, Korea, Japan, Singapore, Guam, Panama, and Hawaii covering a total of 19 time zones. She also invented CORANET, an electronic medical records technology that utilizes smart media cards containing fingerprint biometrics-a program that was funded by the Agency for Healthcare Research and Quality Division of the National Institutes of Health in collaboration with the Los Alamos Advanced Computing Laboratory and Intelligent Automation, Inc.

Alisuag's deep personal commitment to the environment is apparent in Aliron's use of state-of-the-art environmental technologies in its portfolio of healthcare (disease preventative) programs. That commitment began with her concern for infectious medical-waste management, which is an integral part of healthcare delivery. In early 2002, she created HEAL (Healthy Environment for Advancement of Life), a foundation devoted to developing programs to clean up solid and toxic wastes in third world nations, beginning in the Philippines.

Under her leadership, Aliron International, Inc., successfully piloted 13 never-before-outsourced projects for the U.S. Department of Defense around the world under the 8(a) program, including one project mandated by the U.S. Congress. And in collaboration with the U.S. Small Business Administration, the Offices of the Surgeon Generals of the U.S. Army, Navy and Air Force, she spearheaded an initiative to increase the Small Business Size Standard that was published in the Federal Register, and subsequently passed into law in December 2000.

Ronald E. Grow, BSME
Executive Vice President & COO

As Executive Vice President and Chief Operating Officer of Aliron International, Inc., Ronald Grow assists the Chief Executive Officer in the overall management and administration of the company. He is involved in all aspects of contract and subcontract work with clients, including U.S. federal and state government agencies and domestic and foreign commercial firms. He oversees Aliron's business and personnel operations, supervises and manages corporate accounting functions, and cost accounting and payroll. Grow also prepares cost proposals and assists in all aspects of the negotiations and maintenance of contracts, RFP review, analysis of labor and overhead, and clarifies all work activities associated with fulfilling contract requirements. He maintains direct communications with company operations managers and key staff to assure contract integrity.

Grow has a degree in mechanical engineering from Rutgers University in New Jersey and also completed coursework in the Ocean Engineering Program at the Graduate School of Engineering at Northeastern University in Massachusetts. His work experience includes design, construction, and management of experimental laser systems for Avco Everett Research Laboratory in Massachusetts. Working on a project funded by U.S. military contracts, he directed and coordinated activities involved in the fabrication, operation, application and installation of mechanical and electromechanical systems. He also researched and analyzed data to help determine the feasibility of design and application, as well as directing engineering personnel assigned to the projects. In addition, he evaluated field installation and recommended design modifications to eliminate machine sand-system malfunctions.

As a mechanical-design engineer with Woods Hole Oceanographic Institution in Massachusetts, Grow worked on the design of mini-submarines as part of a deep-submergence group. He also developed and tested a variety of machinery and equipment, drafting detail drawings and sketches for drafting-room completion, and he set up and conducted tests of complete units and components under operational conditions to investigate design proposals for improving equipment performance.

Andres Alisuag, Jr., MD, FACC
Vice President of Medical Services

The Vice President of Medical Services for Aliron International, Inc., Dr. Alisuag formerly served as a Research Fellow in hypertension at the Philippine General Hospital Medical Center. He began his residency in internal medicine at Wayne County General Hospital and completed his residency at St. Louis University. Dr. Alisuag's postgraduate training was completed with a fellowship in cardiovascular disease at Northwestern University. He is certified by the American Board of Internal Medicine and the American Subspecialty Board of Cardiovascular Disease.

Dr. Alisuag has nearly 30 years of experience in private practice, and he has served as an emergency room physician at both Commonwealth Doctors Hospital and Prince William Hospital in Virginia. He currently is Chairman of the Department of Cardiology at Potomac Hospital, where he also served as Director of the Coronary Care Unit and Cardiac Rehabilitation, as well as past Chairman of the Pharmacy and Therapeutics Committee.

Honorio G. Orlina, BSC, CPA, LLB
General Counsel and Controller

Mr. Orlina is a graduate of the San Beda College of Law and the University of Santo Tomas in the Philippines where he obtained degrees in law and business administration.

Mr. Orlina came to the US in 1974 and worked for Mobil Oil Corporation and the Florence Nightingale Nursing Home until 1979 in New York City. During that period, he was into retail management for Mobil Oil and Medicaid-Medicare program applications in both State and City of New York for the nursing home. In late 1979, he returned to the Philippines to practice law for 7 years. He became the senior partner of Lesaca Villasor Espiritu Law Offices. He concentrated in civil, tenancy and labor laws during his practice. He came back to the US in 1985 to become a licensed CPA and Attorney in Maryland and Montana respectively.

Upon his return to the US, Mr. Orlina has gained extensive training and experience in the area of land development, investments, property management, communications, health and environmental industry for the last 17 years. He has been an accountant and controller for multinational corporations in the DC metropolitan area. He has been responsible for the stewardship of all phases of accounting operations, which includes, i.e., financial planning and reporting, budget forecasting, tax return preparation, compliance filings with IRS and other regulatory agencies. He has been instrumental in upgrading and streamlining the accounting operations and has played a major role in management decision and policy structuring of the companies where he was employed.

Mr. Orlina now serves as the general counsel and controller of Aliron International Inc. and its affiliates.

Ric Rodriguez
Program Manager

As Program Manager, Ric Rodriguez is responsible for management and overseeing all healthcare providers assigned to contracts awarded to Aliron International, Inc. There are approximately 60 healthcare providers assigned to these contracts, which include physicians, radiologists, chiropractic staff, and registered nurses. Rodriguez ensures that the staff meets the requirements of contracts and acts as the liaison for the Corporate Office. One of the primary responsibilities includes the processing of time sheets and preparation of payroll to ensure timely payment. Rodriguez is also responsible for the timely submission of invoices for reimbursement for services rendered to the government.

In addition to the above, Rodriguez is instrumental in the recruitment of replacement staff; particularly registered nurses assigned duty at Fort Hood, Texas, and must conduct prime source verification for credentialing purposes. This entails contacting appropriate State Medical Boards to verify that the registered nurse has a valid license and contacting appropriate educational facilities to verify educational degrees. Once accomplished, these documents are forwarded to the military facility. Rodriguez is also responsible to ensure that licenses are renewed upon expiration.

Having served In the United States Army for over 26 years, Rodriguez retired and began putting his management experience in the health care business. In 1995 when TRICARE took effect at Fort Hood, Aliron, was awarded a contract to renovate, open, equip and staff the former PRIMUS clinics – this time to be operated and managed by the military. The experience gained has been of great value to Aliron International, Inc., in government contracts to open, staff, equip and manage two Community Based Outpatient Clinics for Department of Veterans Affairs – one in New Hampshire and the second one in Michigan. As the Program Manager for these two clinics, Rodriguez is responsible to ensure that patient enrollment and patient visits meet the requirements of the contract. In addition, he is responsible for the submission of invoices to the government for all patient visits.

Rodriguez works closely and assists the Corporate Staff in their daily activities pertaining to government contracts and is considered a valued member of the Aliron International, Inc. staff.

Jose B. Esteves
Program Manager

Joe Esteves is primarily responsible in setting up and management of the Thermal Desorption Plant of Aliron Far East LLC, in Guam. He coordinated finding the site, engineering surveys, obtaining permits, purchase of heavy duty equipment, hiring of personnel, and construction of the two-acre facility as well as the receipt and transport of two 180-ton machines shipped from the mainland to Guam.

Joe Esteves is a very experienced Solid and Hazardous Waste Program Manager responsible for waste stream reduction for solid wastes, collection, and disposal of hazardous wastes for the last 20 years. He coordinated and communicated with local and federal government agencies and private businesses on environmental issues. Received, reviewed and processed solid waste management facility permits. Inspected solid and hazardous waste management facilities to ensure compliance with local and federal regulations. Planned, coordinated and executed environmental projects with local and federal agencies. Conducted pollution prevention seminars at the elementary school level. Conducted recycling seminar for United States Federal Environmental Protection Agency. Prepared and submitted reports and documents to higher headquarters and government agencies upon request.
